Hyogoken ryakuteigaku ichigatsu heikin hyo

Hyogo Prefecture petitioned for changing the expense system of the prefecture from conversion into kokudaka (crops) to flat rate system which Kanagawa Prefecture adopted. Being an open port, Hyogo was suffering from increase of costs for road construction, building and repair works. Based on the result of the general survey of cost between October of the 4th year of Meiji to March the following year, necessary cost for one month was estimated at 8,300 ryo (4,400 ryo for home affairs, 3,900ryo for foreign affairs).
