- The Ministry of Construction River Bureau Water Administration Division was established by the reorganization of the River Bureau Supervision Division during the August 1952 reorganization. It became the Ministry of Land, Infrastructure and Transport River Bureau Water Administration Division during reorganization of ministries and agencies in 2001.

- Scope and Content
- Materials in this unit consist of a series of documents related to reclamation procedures for public water areas in the harbor, which are based on the Public Water Area Reclamation Law (1921 Law No. 57). Those wishing to reclaim public waters (applicants: corporations and local autonomous bodies) must submit an application for a public water reclamation license to the harbor manager (local autonomous body or harbor management association), and the harbor manager, on receipt of the application, must obtain the approval of the competent minister. When approval is given by the minister, the harbor manager issues a license to the applicant and reports to the minister accordingly. After the reclamation work is finished, the harbor manager, on receipt of an application for construction completion approval, approves the completion of construction and reports to the minister accordingly. With the revision of the Public Water Area Reclamation Law in 1973 (1973 Law No. 84), it is now stipulated that the opinions of the Director-General of the Environment Agemcy shall be sought with respect to the "Document Describing Environmental Protection Measures," etc. Therefore, documents related to this process are also filed. Other materials filed here include reports and other documents that have been added as a condition for granting reclamation permits.
