- The Land Coordination Commission was established to be an administrative commission as an external bureau of the Prime Minister's Office on January 31, 1951 based on the Land Coordination Commission Establishment Law, and conducted operations concerning land use coordination such as 1) the designation of mining prohibited areas, 2) adjudications on objections to administrative decisions related to mining industry etc., in order to coordinate between mining, quarrying, and sand and gravel collecting industries and public interests or other industries. On July 1, 1972, the Land Coordination Commission and the Central Environmental Dispute Council were consolidated and the Environmental Dispute Coordination Commission was newly set up as an external bureau of the Prime Minister's Office.Due to the restructuring in central ministries and agencies in January 2001, it was established as an external bureau of the Ministry of Internal Affairs and Communications.

- Scope and Content
- In Japan, a small country, there are many dams, agricultural reservoirs, hot spring sources and scenic spots in the areas that have valuable mineral deposits. If minerals are extracted in these areas, there is a risk of dams collapsing and reservoirs being contaminated. In order to prevent these risks and coordinate these and mining interests, a system is put in place in which areas where mining is prohibited are designated. Records included in this unit are the case documents related to the designation of 228 such areas.|br|List of designated mining prohibition areas (refer to Environmental Dispute Coordination Commission Web site). For 228 (for the period until 1988) of the 237 areas (for the period until March 30, 1998), records have been transferred.
