- The Ministry of Agriculture and Commercial Affairs was established in April 1881. Besides the Minister's Secretariat, the organization at the time of establishment consisted of eight bureaus in total: the Secretarial Bureau, Agricultural Bureau, Commercial Bureau, Industrial Bureau, Postal Correspondence Bureau, Natural History Bureau, Mountains and Forestry Bureau, and Accounting Bureau. In December 1885, the organization at the time of the formation of the Cabinet system, besides the Minister's Secretariat, consisted of eight bureaus and one secretariat: Agricultural Bureau, Commercial Bureau, Industrial Bureau, Fisheries Bureau, Mountains and Forestry Bureau, Natural History Bureau, Geological Bureau and the Accounting Bureau. With the official proclamation of the Ministry of Agriculture and Commercial Affairs on February 26, 1886, the General Affairs Bureau, Mining Bureau, and the Special Patents Bureau were established. In December 1887, the Special Patents Bureau, which was an internal bureau, was abolished and the Patents Bureau was established as an independent external Bureau. In June 1890 the Geological Bureau was abolished and the Fisheries Bureau was merged into the Agricultural Bureau, while the Commercial Bureau and the Industrial Bureau also merged into the Commerce and Industry Bureau. In August 1891 the General Affairs Bureau and the Accounting Bureau were abolished. In June 1897, the Fisheries Bureau was restarted. At the same time, the Commerce and Industry Bureau became separated into the Commercial Bureau and Industrial Bureau again and reemerged as Commerce and Industry Bureau in November 1898. In May 1900, the Minister's Secretariat became the General Affairs Division but again became the Minister's Secretariat in December 1903. The Commerce and Industry Bureau again separated into the Commercial Bureau and Industrial Bureau in July 1909 but reformed for the third time as the Commerce and Industry Bureau in June 1913. It once again broke up into the Commercial Bureau and Industrial Bureau in May 1919. The Food Bureau was established in May 1921, the Livestock Industry Bureau in April 1923, but in December 1924 the Food Bureau was merged into the Agricultural Bureau. On April 1, 1925, the Ministry of Agriculture and Commercial Affairs was abolished, and was divided into the Ministry of Agriculture and Forestry and the Ministry of Commerce and Industry.|br|When the Ministry of Agriculture and Forestry was established on April 1, 1925, the organization consisted of the Minister's Secretariat, Agricultural Bureau, Mountains and Forestry Bureau, Fisheries Bureau and Livestock Industry Bureau for one secretariat and four bureau system. In May 1927 the Silk Thread Bureau was established, and in June 1932 the Rice Department. The Horse Administration Bureau was established as an external bureau in July 1936. In December 1938 the Special Agricultural Villages Countermeasures Department was established. In January 1941 a large-scale functional reformation was implemented and Agricultural Bureau, Livestock Industry Bureau, Rice Department and the Special Agricultural Villages Countermeasures Departments were abolished and General Affairs Bureau, Agriculture Administration Bureau, Food Products Bureau and Resources Bureau were newly established. The Food Management Bureau was established as an external bureau. InNovember 1942 the Resources Department was abolished. From November 1, 1943, the Ministry of Agriculture and Forestry became the Ministry of Agriculture and Commerce. On November 1, 1943, the Ministry of Agriculture and Commerce was established.|br|At the time of its establishment, the Ministry consisted of the Ministry's Secretariat, General Affairs Bureau, Agriculture Administration Bureau, Mountains and Forestry Bureau, Fisheries Bureau, Textiles Bureau, Lifestyle Resource Bureau, Commodity Price Bureau as a total of one secretariat and eight bureau system. As external bureaus, Food Management Bureau and the Horse Administration Bureau were established. In March 1945, the Commodity Price Bureau was abolished and Resources Bureau was established, and Personnel Bureau was established as an external Bureau. On August 26, 1945, the Ministry of Agriculture and Commerce was abolished and the Ministry of Agriculture and Forestry was reestablished. The Ministry of Agriculture and Forestry was established on August 26, 1945.|br|At the time of its establishment, the organization consisted of the Minister's Secretariat, General Affairs Bureau, Agriculture Administration Bureau, Mountains and Forestry Bureau, Fisheries Bureau, Silk Thread Bureau, Food Products Bureau, Resources Bureau as a total of one Secretariat and seven Bureaus. The Food Management Bureau, Personnel Bureau and Horse Administration Bureau were set up as external bureaus. In July 1948, the Fisheries Bureau became the Fisheries Agency, an external bureau. The Agriculture Reformation Bureau was established in August in the same year. In June 1949, the General Affairs Bureau merged into the Minister's Secretariat, and the Statistics Survey Bureau merged into the Agricultural Industry Reformation Bureau. The Reclamation Bureau also became the Agricultural Land Bureau, and the Food Product Bureau and the Food Management Bureau merged to become the Food Agency, an external bureau. In addition, the Forestry Bureau became the Forestry Agency. In August 1952, the Agriculture Administration Bureau became the Agriculture, Forestry and Economic Affairs Bureau. In June 1956, the Agricultural Industry Reformation Bureau became the Development Bureau, and the Agriculture, Forestry and Fisheries Technology Council was established. In January 1963, the Development Bureau changed its name to the Agriculture Administration Bureau, and the Gardening Bureau was newly established. In June 1968, six Silk Thread Bureaus and Gardening Bureau merged to form the Silk Thread and Gardening Bureau. In December 1972, Agriculture Administration Bureau, Agricultural Land Bureau and the Silk Thread Gardening Bureau were abolished, and the Structural Reformation Bureau, Agriculture, Silk and Gardening Bureau, and the Food Distribution Bureau were established. In July 1978, the Ministry of Agriculture and Forestry became the Ministry of Agriculture, Forestry and Fisheries.|br|When the Ministry of Agriculture, Forestry and Fisheries was established in July 5, 1978, it consisted of the Minister's Secretariat, Economic Affairs Bureau, Structural Reformation Bureau, Agriculture, Silk and Gardening Bureau, Livestock Industry Bureau, and the Food Distribution Bureau as a total of one secretariat and five bureaus. Asides from the Agriculture, Forestry and Fisheries Technology Council, the Food Agency, Forestry Agency and the Fisheries Agency were established as external bureaus. In November 1995, the Agriculture, Silk and Gardening Bureau changed its name to the Agricultural Industries and Gardening Bureau.|br|In accordance with the new Establishment Law of the Ministry of Agriculture, Forestry and Fisheries which was enacted due to restructuring of the central government ministries and agencies of January 2001, the internal organization was restructured to consist of one secretariat and four bureaus: Minister's Secretariat, General Food Policy Bureau, Agricultural Production Bureau, Management Improvement Bureau and Rural Development Bureau.
