- In April 1869, the Civil Affairs was established in the Grand Council of State (Dajokan) and managed prefectural administration, family registry, postal services, bridge and road administration, water facilities, land cultivation, property assets, helping the poor and care of the elderly. The name was changed to Ministry of Civil Affairs in July of the same year and existed until July 1871. In April 1868, the Religion (Shinto) department was established within Dajokan as the central Shinto administration institution, and in July 1869, it was temporarily put outside of Dajokan but was returned and established inside Dajokan again in July 1871 as the Ministry of Religion, and existed until March 1872.

- Compilations of official records from the period of the Grand Council of State, including orders, notifications, information requests, inquiries and responses. Records consist mainly of the Head Governor-General's Office Scripts (1868-1870), Civil Affairs Script Records (1868-1871), Ministry of Religion Records (1869, related to general affairs, memorials, Ise Shrine, etc.).
