- Administrative / Biographical History
- On April 14, 1952, the General Headquarters of the Supreme Command for the Allied Forces requested the Japanese government by notes to permit the establishment of liaison offices in Okinawa Naha, and Amami Island Naze as liaison institutions of the Japanese government to promote liaisons with American institutions in the Ryukyu Islands. Liaison offices as well as branch offices were then set up in Naha and Naze, and as an affiliated institution of the Prime Minister's Office the Southern Liason Office Bureau was established as the highest institution of these liaison offices. At the same time the Bureau was also in charge over other southern islands such as Ogasawara Islands. (Southern Liaison Office Bureau Establishment Law 1952 No. 218) With the revival of Amami Archipelago on December 25, 1953, the branch offices established in Naze were abolished. The need for the administration over northern regions arose in the Southern Liaison Office Bureau, and on May 15, 1958 from the implementation of the "Law for Partial Amendments to the Prime Minister's Office Establishment Law" (1958 Law No. 152), the Southern Liaison Office Bureau was reorganized as the Special Regional Liaison Bureau and became a bureau of the Prime Minister's Office. The Naha Japanese government Southern Liaison Office also became an affiliated institution with the Prime Minister's Office. Based on the May 1, 1968, "Law for Partial Amendments to the Prime Minister's Office Establishment Law" (1968 Law No. 35), Naha Japanese Government Southern Liaison Office changed its name to the Japanese Government Okinawa Office to consult with the United States government. In June, 1968, the Ogasawara Islands were returned to Japan, and the Ministry of Home Affairs took over their administration. On May 1, 1970, the function of the Special Regional Liaison Bureau was expanded and the new Okinawa/Northern Territories Affairs Agency was formed as a bureau of the Prime Minister's Office. In addition, the Okinawa Office Bureau was established as an institution of the Okinawa/Northern Territories Affairs Agency, in place of the existing Japanese government Okinawa Offices in Okinawa. (Okinawa/Northern Territories Affairs Agency Establishment Law (1970 Law No. 39)). On May 15, 1972, due to the return of Okinawa to Japan, the Okinawa/Northern Territories Affairs Agency was abolished. The Okinawa Promotion and Development Plan, based on the Law of Special Measures for Okinawa Promotion and Development, was developed, and the Okinawa Development Agency, headed by the Minister of State, was established as a bureau of the Prime Minister's Office, to oversee the operations of all relevant institutions and promote the implementation of the Plan. Okinawa General Bureaus were also established as supporting local branches of the Okinawa Development Agency in Okinawa. Administrative authority in the Northern regions, which was held by the Okinawa/Northern Territories Affairs Agency, was transferred to the Northern Territories Affairs Administration, newly established as part of the Prime Minister's Office (Okinawa Development Agency Establishment Law (1972 Law No. 29))
