- Background of transfer of this record group was as follows.On January 23, 1992, the Supreme Court revised "Jiken Kirokutou Hozon Kitei (Rules for Preservation of Case Records)" and changed its policy to destroy the originals of judgment documents of civil cases , which had been kept for permanent preservation, after a period of 50 years from when a final judgement was entered, effective January 1, 1994. Included here are originals of judgment documents of civil cases entered by the 18th year of Showa (1943). Professors of national universities who were deeply concerned about the destruction of those records organized "Hanketsu Genpon no Kai", and demanded that the Supreme Court a review of the decision . Consequently, as a temporary measure, the records were stored at in 10 national universities to avoid being destroyed. Taking the opportunity of the establishment of the National Archives Act in June 1999, the National Archives of Japan, the national universities, and the Japan Federation of Bar Associations reached an agreement on May 31, 2000 that the records would be transferred to the Prime Minister's Office (the National Archives) step-by-step .In response to this agreement, top officials of the Prime Minister's Office and, the Ministry of Education, Science and Culture" issued the joint statement "Policy of Transfer and Accession of the Originals of Judgment Documents of Civil Cases, stored at in National Universities, to the Prime Minister's Office (the National Archives)" on September 26, 2000.In the Policy, the 12-year plan to transfer these records starting from the 12th year of Heisei (2000) is presented. (However, it also states that the schedule should be properly revised.)The National Archives of Japan recieved 36,624 volumes of the originals of judgment documents of civil cases by March 4, 2011, which marks the completion of the plan a year ahead of the schedule.

- Records which had been kept in Tohoku University (2000,2010), Hokkaido University (2001,2010), Okayama University (2001,2010), Nagoya University (2002,2010), Kyushu University (2003,2010) and the University of Tokyo (2004,2005,2010),Osaka University(2006,2007,2010), Kagawa University(2007,2010), Hiroshima Universtiy(2008,2009), Kumamoto Uniersity(2009,2010)were transferred.
