- Pursuant to the Act for Establishment of the Promotion Committee for the Privatization of the Four Highway-Related Public Corporations, the Committee was established under the Cabinet Ofiice in 2002.to deliberate on the a new organizations which was designed to be privatized replacing the Japan Highway Public Corporation, the Metropolitan Expressway Public Corporation, the Hanshin Expressway Public Corporation, and the Honshu-Shikoku Bridge Authority, as well as on how to secure its profitability. Behind this was "the Reorganization and Rationalization Plan for Special Public Corporations" (a cabinet decision made on December 19, 2001).After thorough deliberation, the Committee submitted " a written opinion"to the Prime Minister in December 2002, and was abolished effective September 30, 2005.
