- In January, 2001, the then Ministry of Health and Welfare and Ministry of Labor were merged into Ministry of Health, Labor and Welfare through reorganization of central government agencies. As internal bureaus, the ministry has the Minister’s Secretariat, Health Service Bureau, Health Policy Bureau, Pharmaceutical Bureau (reorganized into Pharmaceutical and Food Safety Bureau in July, 2003), Labor Standards Bureau, Employment Security Bureau, Human Resources Development Bureau, Equal Employment, Children and Families Bureau, Social Welfare and War Victims’ Relief Bureau, Health and Welfare Bureau for the Elderly, Health Insurance Bureau and Pension Bureau. As external bureaus, the Social Insurance Agency and Central Labor Relations Commission have been installed. Waste administration that had been administered by former Ministry of Health and Welfare has been transferred to the Ministry of the Environment through reorganization of central government agencies in January, 2001.
