- In 1938, the Ministry of Health and Welfare was organized with five bureaus: Sanitation Bureau, Social Bureau, Preventive Health Bureau, Physical Strength Bureau and Labour Bureau as well as one external bureau, the Insurance Institute, as an institution which integrated all the "social administration" such as sanitation and labour/welfare/social insurance administrations developed by the Ministry of the Interior Health Bureau and Social Bureau. The labour administration was then transferred to the newly established the Ministry of Labour in 1947. The Ministry of Health and Welfare was reorganized into the Ministry of Health, Labour and Welfare in 2001.
