- The control over labor administration was first divided under the Ministry of the Interior, and the Ministry of Agriculture and Commercial Affairs etc. up to 1922. The Ministry of the Interior Social Bureau (external bureau) came to conduct the administration as the unified organization for both labor and welfare administration, and in 1938, this administration was transferred to the newly established Ministry of Health and Welfare. In 1947, the Ministry of Labour was established.
