- The Ministry of Health and Welfare Social Bureau was established in 1945, starting with 3 divisions including Protection Div., Welfare Div. and Housing Div. By 1951 when the Social Welfare Service Law (1951 Law No.45) as the foundation law for establishment of social welfare corporations was enforced, the number of its divisions was increased to 5 including General Affairs Div., Protection Div., Rehabilitation Div., Quality-of-Life Div. and Facility Div. Further, Aged People's Welfare Div. was established in 1964 and Aged People's Health Div. in 1972. When Aged People's Health Div. was transferred to Public Sanitation Bureau in 1982, Auditing and Guidance Div. was set up. In 1947, the Ministry of Health and Welfare Child Bureau was established, starting with 3 divisions including Planning Div., Foster Div. and Maternal and Child Health Div. At the end of the same year, Childcare Div. (from 1952, the Mother and Dependents Welfare Div.) was set up and the number of divisions was increased to 4. In 1964, the name was changed to the Child and Family Division. After that, Handicapped Person's Welfare Div. and the Children's Allowance Div. were set up in 1968 and 1971 respectively.

- Scope and Content
- Social welfare corporations are established in accordance with the Social Welfare Service Law enforced in 1951 (Social Welfare Law after 2000). In order to increase the public nature of social welfare services and obtain the trust of the general public, a special corporation system was established separately from the public utility corporation system under the Civil Code. Establishing a social welfare corporation requires the approval of the governor of the prefecture where it provides services if its service area is limited to the prefecture and the approval of the Ministry of Health and Welfare if its service area covers two or more prefectures. Materials included in this unit consist of documents related to applications submitted by social welfare corporations to the Minister of Health and Welfare for approval.
