理由　舞鶴鎮守府を設置するまての間第４海軍区中越中以西は明治２６年勅令第３８号第４条第２項に依り呉鎮守府をして之を管せしむるの制に候処昨２９年勅令第２２８号を以て臨時海軍建築部官制を定められ支部を舞鶴に置き同鎮守府の建築に着手し爾来着々工事の進歩を見るを以て今日に於て軍港境域を定め軍港規則を設け他の既成軍港と等しく取締を為すの必要あり就ては同軍港取締の件は特に之と密接の関係ある臨時海軍建築部の掌理に帰するの必要あるに依る
