A specimen of locust
In the 13th and 14th years of Meiji (1880 and 1881), a heavy locust infestation hit Hokkaido and caused great crop damage. The Meiji Government established a special section in charge of exterminating locusts but similar events recurred in 1883 and 1884. It finally stopped with continual rain in 1884. This material was thought to be submitted by the Ministry of Agriculture and Commerce to the Dajokan (Grand Council of State).
