Hokkaido jissokuzu
In May, the 11th year of Meiji (1878), Kuroda Kiyotaka, Director General of the Hokkaido Development Commission , submitted a proposal to develop Horonai and Iwanai coal mines, Hokkaido. A number of study reports and surveyed maps prepared by the foreign engineers hired by the Government were attached to the proposal.
