The bond certificates exchangeable to gold bank notes were issued to recover bank notes. Bonds issued in accordance with ordinance for unregistered government bond certificates for conversion into gold bank note of 1883 are unregistered bonds, paving the way for foreign nationals to buy and sell bonds. This is one of Matsukata financial policies aimed at establishing sound finances, designed to rectify an imbalance between species and bank notes. This is a sample of unregistered bond certificatese exchangeable to gold bank note ssent by Ministry of Finance to Grand Council of State in 1884.
