- The Ministry of Agriculture and Commercial Affairs was established in April 1881. Besides the Minister's Secretariat, at the time of establishment it consisted of eight bureaus: Secretarial Bureau, Agricultural Bureau, Commercial Bureau, Industrial Bureau, Postal Correspondence Bureau, Natural History Bureau, Mountains and Forestry Bureau, and Accounting Bureau. In December 1885, the organization at the time of the formation of the Cabinet system, besides the Minister's Secretariat, consisted of eight bureaus and one secretariat: Agricultural Bureau, Commercial Bureau, Industrial Bureau, Fisheries Bureau, Mountains and Forestry Bureau, Natural History Bureau, Geological Bureau, and the Accounting Bureau. With the official proclamation of the Ministry of Agriculture and Commercial Affairs on February 26, 1886, the General Affairs Bureau, Mining Bureau, and the Special Patents Bureau were established. In December 1887, the Special Patents Bureau, which was an internal bureau, was abolished and the Patents Bureau was established as an independent external Bureau. In June 1890 the Geological Bureau was abolished and the Fisheries Bureau was merged into the Agricultural Bureau, while the Commercial Bureau and the Industrial Bureau also merged into the Commerce and Industry Bureau. In August 1891 the General Affairs Bureau and the Accounting Bureau were abolished. In June 1897, the Fisheries Bureau was restarted. At the same time, the Commerce and Industry Bureau became separated into the Commercial Bureau and Industrial Bureau again and remerged as Commerce and Industry Bureau in November 1898. In May 1900, the Minister's Secretariat became the General Affairs Division but again became the Minister's Secretariat in December 1903. The Commerce and Industry Bureau again separated into the Commercial Bureau and Industrial Bureau in July 1909 but reformed for the third time as the Commerce and Industry Bureau in June 1913. It once again broke up into the Commercial Affairs Bureau and Industrial Affairs Bureau in May 1919. The Food Bureau was established in May 1921, the Livestock Industry Bureau in April 1923, but in December 1924 the Food Bureau was merged into the Agricultural Bureau. On April 1, 1925, the Ministry of Agriculture and Commercial Affairs was abolished, and was divided into the Ministry of Agriculture and Forestry and the Ministry of Commerce and Industry.|br|The Ministry of Commerce and Industry was established on April 1, 1925. The organization at the time of its establishment consisted of the Minister's Secretariat, Commercial Affairs Bureau, Industrial Affairs Bureau and Mining Bureau. The Patents Bureau and Iron and Steelworks were established as affiliated external bureaus of the Ministry of Commerce and Industry. In May 1927, the Insurance Department was established, and in May 1930, the Trade Bureau. In June of the same year the Special Industrial Streamlining Bureau was established as an external bureau (abolished in May 1937). In May 1935, the Insurance Department was abolished and the Insurance Bureau was established, and in April 1937 the Control Bureau was established. In June and July of the same year, the Fuel Bureau and the Trade Bureau were established, respectively, as external bureaus. The Special Commodities Coordination Bureau was established as an external bureau in May 1938. In September 1938, the Occupational Change Countermeasures Department was formed. An overall reorganization was executed in June 1939, and the Minister's Secretariat, General Affairs Bureau, Mining Industries Bureau, Iron and Steel Bureau, Chemical Bureau, Machinery Bureau, Textiles Bureau, and Supervision Bureau were established (the Supervision Bureau was abolished in December 1941). As an external bureau, the Commodity Price Bureau was established. The Development Bureau was set up to replace the Occupational Change Countermeasures Department (abolished in June 1942). The Corporation Bureau was established in June 1942, which brought the seven bureau system, and as part of administrative simplification in November of the same year, the Mining Industries Bureau and the Iron and Steel Bureau merged and the Metal Bureau was established, while the Trade Bureau (external bureau) was abolished and the Commerce Bureau (internal bureau) was established. With the establishment of the Ministry of Munitions and the Ministry of Agriculture and Commerce in November 1943, the Ministry of Commerce and Industry was abolished.|br|The organization at the time of formation of the Ministry of Munitions on November 1, 1943, consisted of the Minister's Secretariat, General Mobilization Bureau, Aerial Weapons General Bureau, Machinery Bureau, Iron and Steel Bureau, Light Metals Bureau, Nonferrous Metals Bureau, Chemical Bureau, Fuel Bureau and the Electricity Bureau were established. In June 1945, the Maintenance Bureau, Management Bureau, Mining Bureau (name was changed from Nonferrous Metals Bureau) and Coal Bureau were established, while the Light Metals Bureau was abolished. On August 26, 1945, the Ministry of Munitions was abolished and the Ministry of Commerce and Industry was reestablished.|br|The organization at the time of establishment of Ministry of Commerce and Industry on August 26, 1945, consisted of the Minister's Secretariat, General Affairs Bureau, Commercial Bureau, Industrial Bureau, Textiles Bureau, Mining Bureau, Fuel Bureau, Electricity Bureau, and Organization Bureau. The Patent Standards Bureau was established in September of the same year, and in December, the Trade Agency and the Coal Agency were established as external bureaus. On the other hand, the Fuel Bureau was abolished in December of the same year, and the General Affairs Bureau was abolished in January 1946. In November 1946 a major structural reformation was executed and the Minister's Secretariat, General Affairs Bureau, Machinery Bureau, Chemical Bureau, Textiles Bureau, Mining Bureau, Electricity Bureau, Industrial Revitalization Bureau (abolished in June 1947), Claims Bureau (abolished in July 1948) were established. The Electronic Correspondence Machinery Bureau was set up in April 1947, and in June of the same year, the Lifestyle Commodity Bureau and Survey Statistics Bureau were established. In July 1948 the Iron and Steel Bureau was established. In August of the same year, the Patents Standards Bureau, an external bureau, became the Patents Bureau, and the Small and Medium-sized Enterprise Agency as well as the Engineering Technology Agency were newly established. On May 25, 1950, the Ministry of Commerce and Industry was abolished with the establishment of the Ministry of International Trade and Industry.|br|The organization at the time of formation of the Ministry of International Trade and Industry on May 25, 1949, consisted of one secretariat and eight bureaus: Minister's Secretariat, International Trade and Industry Bureau, International Trade and Industry Development Bureau, International Trade and Industry Corporations Bureau, International Trade and Industry Textiles Bureau, International Trade and Industry Miscellaneous Goods Bureau, International Trade and Industry Machinery Bureau, International Trade and Industry Chemical Bureau, International Trade and Industry Iron and Steel Bureau. The Resources Agency, Industrial Technology Agency, Patents Agency and the Small and Medium Enterprise Agency were also established as external bureaus. In April 1950, the Special International Trade and Industry Operations Bureau was established. The coming into force of the Peace Treaty in August 1952 led to a major functional reformation where the Minister's Secretariat, International Trade and Industry Bureau, Corporations Bureau, Heavy Industries Bureau, Light Industries Bureau, Textiles Bureau, Mining Bureau, Coal Bureau, Mine Safety Bureau, and Public Enterprises Bureau were established. In addition, as external bureaus, the Patents Agency and the Small and Medium Enterprise Agency was established. In April 1965, the Trade Development Bureau was established. In April 1966, the Light Industries Bureau and the Textiles Bureau were abolished, and instead, the Chemical Industries Bureau and the Textiles Miscellaneous Goods Bureau were established. In June 1968, the Mining Bureau and the Coal Bureau merged to form the Mines and Coal Bureau. In July 1970, the Mine Safety Bureau was abolished and the Pollution Protection Bureau was established. In July 1973, due to a large-scale functional reform, the Minister's Secretariat as well as the International Trade and Industry Policies Bureau, Trade Bureau, Industrial Policy Bureau, Fundamental Industries Bureau, Mechanical Information Industries Bureau, Lifestyle Industries Bureau and Pollution Sites Bureau were established, and in addition to the Patents Agency, Small and Medium Enterprise Agency and Agency for Natural Resources and Energy were established as external bureaus. In July 1993, the Pollution Sites Bureau was abolished and the Environmental Sites Bureaus was established in its place.|br|In January 2001, the Ministry of International Trade and Industry was reorganized as the Ministry of Economy, Trade and Industry due to restructuring of the central government ministries and agencies of January 2001.

- Materials included in this unit consist of documents related to commercial and industrial administration by the Ministry of Agriculture and Commercial Affairs, as well as documents created by the Ministry of Commerce and Industry (1925-1943), the Ministry of Munitions, the Ministry of Commerce and Industry (1945-1949), and the Ministry of International Trade and Industry. Many of them are documents related to the enactment, amendment or abolition of laws and ordinances (documents requesting discussion by Cabinet meetings, etc.) and those related to the enactment, amendment, abolition, or public announcement of various regulations. Also included are documents related to petitions, permission and approval.
