- The Financial Supervisory Agency was established as an external bureau of the Prime Minister's Office in June 1999 as an organ to take charge of inspection and supervision of private financial institutions, etc. Based on this, the Securities and Exchange Surveillance Commission was transferred from the Ministry of Finance to the Financial Supervisory Agency. In December of the same year, the Financial Reconstruction Commission was established as an external bureau of the Prime Minister's Office and was placed under the above commission. Preceding the comprehensive restructuring of the central government ministries and agencies, through integration of the Financial Supervisory Agency in the Financial Reconstruction Commission and the Financial Planning Bureau of the Ministry of Finance, the Financial Service Agency was established. Due to restructuring in the central government ministries and agencies of January 2001, the Financial Reconstruction Commission was repealed and was newly set up as an external bureau of the Cabinet Office. As the internal bureaus, the Planning and Coordination Bureau, the Inspection Bureau, and the Supervisory Bureau were set up.
