- Initial directories include the list of government officials and personnel compiled by each ministry, based on the samurai directory called "Bukan" (which describes the surnames and given names of samurai, family crests, the amounts of annual rice stipends, etc.) in the Edo period. Documents after the end of 1886 contain directories of all officials and personnel in ministries and agencies.
