- Ever since the Civil Affairs Bureau was set up in the former Ministry of Justice in February 1886, and with the exception of a temporary period within the former Ministry of Justice, it has lasted through the establishment of the Justice Agency in February 1948, which was reorganized into the Justice Office in June 1949 and reorganized again into the current Ministry of Justice in August 1952. The main operations of the Civil Affairs Bureau include 1) planning and planning drafts relating to the civilian law system, 2) citizenship, family registry, legal registration, deposition and notarization, 3) operations and organizations of Justice Bureaus and regional Justice Bureaus, etc.

The spine of each volume has a serial number indicating the order of creation for each year.
